After Team Lightyear apprehends Torque , they are assigned to one of the most boring routine missions: patrolling Tanker Alley . Meanwhile, the Evil Emperor Zurg has Torque freed and provides him with a device that can make duplicates of himself, in exchange for Torque's aid in neutralizing Team Lightyear and destroying Capital Planet .
