Smoltz is a male member of Madame President's species. He uses his position as an aide to Madame President to manipulate the situation to benefit Evil Emperor Zurg, since he also works as an agent of Zurg.
History
As an agent of Zurg, Smoltz purposely chooses the Ranger Mira Nova rather than Buzz as Madame President's security detail for her vacation because Emperor Zurg knows he can beat the princess.
When they crash land on planet Karn, he insists on trying to use the flare, radio, and phone to send a distress signal as a means of rescue. However, he is secretly trying to make a signal that Zurg can track so he can capture the President.
In the end, his plans failed and he and Zurg were reduced to running from the wildlife of the planet. Smoltz even commented on how he may have joined the wrong side.
